Request For Proposals: Youngstown-Warren (YNG) Regional Airport Planning Study and Development Analysis

Proposals are being requested by the Western Reserve Port Authority until 2:00 pm Tuesday, November 8th, 2022 @ the Office of The Western Reserve Port Authority, 100 E Federal St, Suite 422, Youngstown, OH 44503, (PNC Bank Building) and for:


Youngstown-Warren (YNG) Regional Airport

Planning Study and Development Analysis


Project includes analysis of aviation market sectors, identifying specific aviation and aeronautic industry prospects, create a financial and business development plan for future assets, and implement strategies by engaging present and future stakeholders to ensure the future growth of the 1400-acre YNG campus and surrounding properties.

In addition to cost, RFP responses will also be evaluated on, in descending order of importance, Project Approach, experience in the aviation/aerospace industry, familiarity with the YNG Airport, their partners and State of Ohio business incentives, and experience with FAA-funded Capital Improvement Projects.

Bids of Corporations not chartered in Ohio must be accompanied by proper certifications that such Corporation is licensed to do business in Ohio. 

The contractor and all subcontractors for this project must be enrolled in the Ohio Bureau of Workers’ Compensation Drug Free Workplace Program or in a similar program approved by the Bureau of Workers’ Compensation. 

Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, sex or national origin.

The Western Reserve Port Authority shall reserve the right to reject any or all submittals and to waive informalities.
