The Eastgate Regional Council of Governments is now accepting responses to a Request for Qualifications (RFQ) for Construction Management/Construction Inspection services for multiple projects under the Appalachian Community Grant Program (ACGP). This program includes infrastructure and recreational projects across Ashtabula, Trumbull, and Mahoning counties.

Project Overview:
Eastgate seeks qualified construction management firms to assist with administration and inspection of six unit bid-based construction projects, with estimated costs ranging from $890,000 to $3.8 million. Projects are located in the cities of Struthers, Youngstown, Niles, Warren, Geneva, and Ashtabula. Construction may begin as early as June 2025, with a required completion no later than August 2026.
Firms must be prequalified by the Ohio Department of Transportation and demonstrate significant experience in managing local-let projects.
How to Apply:
Firms should submit a Letter of Interest following the detailed submission requirements provided in the RFQ. Responses must be limited to ten (10) single-sided pages, plus two (2) pages for the Project Approach.

Questions & Responses:
Eastgate Regional Council of Governments received the following two questions related to the subject RFQ posting.
Question 1. Is Eastgate is intending to engage with one consultant (or team of consultants) for all six of the listed projects? Or is it anticipated multiple consultants (or consultant teams) will be selected?
RESPONSE Question 1: As described under Selection Subfactors in the RFQ, due to the varying degree of construction parameters for the identified projects, it is anticipated that multiple consultants will be engaged in the administration of the varying projects.
Question 2. If separate consultants or teams will be selected, should we write separate project approaches for each project or one approach that applies to all six?
RESPONSE Question 2: As described in Note 5, Exhibit 1 in the RFQ, it is not expected that a consultant visit each site, but should show that they have investigated the ACGP program and the posted information (see the link on Page 2 of the RFQ) related to each project’s description and present an approach that addresses the needs of the ACGP program as a whole while considering each individual project. Separate project approaches for each project are not necessary, but may be beneficial to your approach. A consultant may also elect to state interest in only specific project(s) of the list on Page 1 in lieu of consideration for all 6 projects.
