Request For Proposals for Mahoning Valley Utility Regionalization Study - Proposals Accepted Until October 22, 2021 at 2 PM

The Eastgate Regional Council of Governments (Eastgate) is issuing a Request for Proposals seeking to retain the services of a consultant to conduct a utility regionalization study in Mahoning and Trumbull Counties in the State of Ohio. 

The project will entail studying the region's many disparate utility infrastructure systems and recommending best practices for regionalized utility systems. The project funding will be used to hire a consultant with the expertise to assess the region's various utility networks and provide feasible recommendations for utilization regionalization that will be implemented at the conclusion of the study to aid the region's ongoing economic recovery effort.

The project emphasis will focus on water, wastewater, and electric power (particularly renewable energy sources) utilities that increase the catalytic development potential of large-scale job creation at commercial/industrial development sites.

This is a 6-month project with concise interim summary deliverables due at the end of each phase. The deliverables are not intended to be a lengthy written narrative, but rather an existing utility system assessment and a listing of best practices, challenges, and pragmatic action steps toward establishing a regional utility collaborative. Proposals should include a strategy to execute each phase of the Scope of Services. 

All questions should be directed to Director of Transportation, Ken Sympson, in writing by 4:00 p.m. October 12, 2021. Questions will only be accepted via email No calls will be taken during this process. All comments will be addressed on Eastgate’s website by October 15, 2021.

Each Consultant shall submit a total of one (1) hard copy of the Proposals in a sealed envelope clearly marked on the outside “Proposals for the Mahoning Valley Utility Regionalization Study.” A digital copy (PDF) should be included on a flash drive.

Questions & Answers

  • In addition to the municipal water and sewer utility information, will GIS utility data from Ohio Edison be made available for this study?

Eastgate has no GIS utility data from Ohio Edison.

  • Are there specific geographic boundaries for the “Voltage Valley” and “Lordstown Smart Logistics Hub” and will these be made available?

The scope of the study is anticipated to be roughly a 5 or 6 mile radius from the center of the project site, and will include the Village of Lordstown, Trumbull County and Jackson Township, Mahoning County in entirety.  The scope will also include assessment of the Youngstown-Warren Regional Airport as a logistical asset.

  • Will the cover, cover letter, and resumes count towards the 10-page limit?


  • We are also wondering if we may use font sizes smaller than 12pt for headers, footers, charts, graphics, and other elements apart from the main body of the proposal so long as the text is legible?

Font sizes smaller than 12pt for headers, footers, charts, graphics, and other elements is acceptable.
