Housing Strategy Implementation Plan
Eastgate Regional Council of Governments has been working with consultants Greater Ohio Policy Center and subconsultant Reinvestment Fund on completing a Regional Housing Plan for Mahoning and Trumbull Counties. As part of this plan various deliverables have been created including a Market Value Analysis and a Housing Needs Assessment and January 2025 the Housing Strategy Implementation Plan will roll out.
- Principles for Development: Eight principles that provide the basis for the strategy derived from
stakeholder interviews, focus groups, and results of data analysis.
- Housing Stock and Population Trends: Provides insight into housing market and development needs in
the Mahoning Valley by considering population and employment trends and projections and comparing
them to the existing housing stock.
- Regional Recommendations: Initiatives that require cross-sectoral partnership and new programmatic
development. They are designed to address shared issues in a strategic, coordinated way.
- Localized Recommendations: Initiatives that can be implemented by individuals, organizations, and
local governments in their own communities. Recommendations are tailored to specific market
characteristics.
- Appendix: Includes a Mahoning County Property Tax Assessment Analysis, which assessed the degree to
which recent property tax assessment in Mahoning County are consistent, accurate and equitable.
Also includes outreach methodology and stakeholder engagement results.

Market Value Analysis (MVA)
The MVA is a data-based, field-validated examination of the region’s residential real estate market informed by local stakeholders. Completed principally with administrative data reflective of the housing market (e.g., home sales, building permitting, vacant properties, subsidized rentals, etc.), the MVA is a tool to inform community revitalization and manage neighborhood change. It identifies different types of residential markets, and those places where strategic intervention can stimulate private market activity or capitalize on larger trends.

Housing Needs Assessment (HNA)
The HNA analyzes the need for affordably-priced housing and identifies populations that may be vulnerable due to a lack of housing supply. The analysis also quantifies the current supply of units needed for different income brackets and catalogs housing programs and resources currently available in the Mahoning Valley.
