Eastgate Regional Council of Governments has been working with consultants Greater Ohio Policy Center with subconsultant Reinvestment Fund on completing a Regional Housing Plan for Mahoning and Trumbull Counties. As part of this plan various deliverables have been created including a Market Value Analysis and a Housing Needs Assessment and January 2025 the Housing Strategy Implementation Plan will roll out.

Market Value Analysis (MVA)

The MVA is a data-based, field-validated examination of the region’s residential real estate market informed by local stakeholders. Completed principally with administrative data reflective of the housing market (e.g., home sales, building permitting, vacant properties, subsidized rentals, etc.), the MVA is a tool to inform community revitalization and manage neighborhood change. It identifies different types of residential markets, and those places where strategic intervention can stimulate private market activity or capitalize on larger trends.

Housing Needs Assessment (HNA)

The HNA analyzes the need for affordably-priced housing and identifies populations that may be vulnerable due to a lack of housing supply.  The analysis also quantifies the current supply of units needed for different income brackets and catalogs housing programs and resources currently available in the Mahoning Valley.  (link the MVHNA Documents here)
